The Virginia Telecommunication Initiative (VATI) extends broadband service to currently unserved areas. VATI prepares communities to build, utilize, and capitalize on telecommunications infrastructure with the goal of creating strong, competitive communities.

This CDBG program funds eligible units of local government for planning and implementation projects, which target “last mile” installation of broadband (i.e.; no long-haul backbone systems will be installed with CDBG funds). Construction funding must be a part of a larger community comprehensive development project.

Virginia’s Appalachian Regional Commission (ARC) funding fosters economic development and improves the quality of life for our Appalachian citizens. ARC provides assistance to facilitate broadband expansion in unserved communities in the ARC region.

Commonwealth Connect is the Commonwealth of Virginia’s comprehensive effort to achieve universal broadband access. The Commonwealth Connect webpage provides an overview of ongoing efforts to expand broadband access and promotes resources that will help local leaders expand broadband infrastructure in their communities.

The Utility Leverage Program for broadband allows Virginia’s investor owned utilities to partner with localities and internet service providers to leverage utility-owned fiber for network expansion in unserved areas of the Commonwealth.

The Virginia Department of Housing and Community Development (DHCD)is developing a statewide broadband availability map indicating broadband coverage, including maximum broadband speeds available in service territories in the Commonwealth.

The Line Extension Customer Assistance Program is designed to support the extension of existing broadband networks to low-to- moderate income residents.

DHCD is developing the Commonwealth Digital Opportunity Plan to chart a course for future implementation of digital opportunity programs in Virginia.
